Talor was a technician for the High Council of the Time Lords. He worked in their records section. He and Damon discovered the theft of the Fifth Doctor's biodata extract. He tried to report it to the Castellan, but was unable to reach him. Talor was killed by Hedin, who shot him with an impulse laser. (TV: Arc of Infinity)
