Count Tarkin was a creation of a scientist. Tarkin locked the scientist in the attic of the house on Oldark Moor. When Dr. Who, Ian Chesterton, Barbara and Susan visited, Tarkin told them the man in the attic was his mad brother. (NOTVALID: The House on Oldark Moor)
Behind the scenes
The character name may be based on Grand Moff Tarkin from Star Wars. Peter Cushing played him and Dr. Who in the movies.
