The Lightning was a weapon belonging to London gangster Charlie Shutter. It was made out of material having electrical properties and fashioned into a glove for Charlie to wear. Charlie would use it to shoot electricity at his enemies and even his subordinates.
The Lightning was in reality alien gangsters that had ended up on Earth. Because others were searching for the gangsters, the Fifth Doctor arranged for the aliens to escape in their spaceship to prevent Earth from being caught up in their fight.
