  • The point of divergence is apparently the end of The War Games, therefore everything up to that time should be in line with the prime continuity. There are two major goofs then:
First, when the alternate Third Doctor is asked if he knows of any other of his people who could be on Earth, he states that he can think of three. However, it was repeatedly established in multiple media that up to the latter Pertwee Era there were only ever Time Lords who left Gallifrey, and travelled the universe....the Doctor and the Master.
Be that as it may, spin-off media established Mortimus/The Monk as a separate Time Lord from the Master. This makes him one of the three, the other two presumably being the Master and the Rani. If, however, we desire to keep the debated fact intact, perhaps the three Time Lords in question are The Master, the Rani, and Iris Wildthyme. The Rani was forcibly exiled from Gallifrey and need not be traveling the universe, while Iris' status as a Time Lord varies from story to story.
Wrong. The Rani was only exiled from Gallifrey much later. At this time she was still on Gallifrey. Secondly, "The Monk" is not the name of a Time Lord. It is the name of an alias of a Time Lord, same as "the Portreeve", "the Abjudicator" or "Professor Yana". So at this stage, there were only two renegade Time Lords....the Doctor and the Master.
Deleted scenes/sections from The Dark Path (novel) as published in the charity collection Perfect Timing had Koschei mention the Rani as already being in exile. Clearly the time in which this occurs is not a fixed point. If you are insistent to the contrary, however, maybe the Doctor is referring to Braxiatel. That means we've got Braxiatel (who technically isn't off-planet in the same sense that the Doctor and the Master are), the Master, and Iris Wildthyme(whose status as a Time Lord is just dubious enough to warrant counting for the Doctor and discounting by everyone else).
The Delgado Master regenerates into Mark Gatiss. However, Roger Delgado becoming the Thirteenth incarnation of that Time Lord was established as being a fact before the point where this Unbound diverges from the prime continuity.
If we take the interpretation that regeneration can, under the right circumstances, be controlled, the obvious solution is that at some point during the Pertwee era, the Delgado Master regenerated into himself. His sudden death in this audio resulted in the type of random regeneration that the Doctor usually experiences.
Besides which, there are other sources which account for Delgado as #12 and peg Pratt/Beevers down as an unrelated #13.
