Tobias Breckinridge was an 19th century industrialist. He had fitted his factory with electric lighting though he did have good ideas about the future though Sarah Jane Smith was curious about why he wasn't in her history books. He funded Percival Ross' hybridisation experiments. He planned to use the merchildren Ross created to lay underwater cables, thereby potentially monopolising the nascent telephone industry.
When his plans were discovered and the people who had done so escaped, he sent four dogs that Ross had enhanced after them. One of them, however, turned on Breckinridge and killed him. (PROSE: Evolution)
