Tyrum was chief councilor of Voga.
Tyrum was a staunch conservative. He believed that his people should remain hidden below the surface and isolated for their own safety. He opposed Vorus at every turn and when it was discovered that he had a citizen shot for beaming a signal into space, he ordered the city militia to take over control of the gold mines. Vorus resisted. When Harry and Sarah came to Voga, he protected them from Vorus and had them brought to him. Believing their story about the Cybermen, he asks them to accompany him to see Vorus along with Kellman who had recently beamed down. When the Cybermen arrive, he orders the militia to hold them for the time being. Now knowing of Vorus's plans and the rocket, he agrees to play along but promises to place Vorus on trial for treason should they survive. After the Doctor helps them he asks him for time to rescue Sarah from the Beacon and he agrees. However, Vorus is not so patient and attempts to launch the rocket before the deadline and Tyrum is forced to shoot both him and his assistant. Tyrum still remained the Vogans' leader.
