Valmar was a member of Bragen's rebel group on Vulcan. He was assigned to help Janley gain control over the Daleks in their plan to overthrow Governor Hensell. When he overheard Bragen's plans to have the other rebels killed, he and Janley tried get help from the Dalek they thought they controlled, but it turned against them, exterminating her. Once the Doctor succeeded in destroying all the Daleks, Valmar shot and killed Bragen. He then joined new Governor Quinn in rebuilding the colony. (DW: The Power of the Daleks)
