Vishinsky was an officer of the Morestran ship which answered the distress call sent from Zeta Minor. He led the landing party to the planet, where they discovered Sorenson and captured the Doctor. Vishinsky disagreed with several of Salamar's orders, and when the Controller ordered the Doctor and Sarah Jane ejected into space, he relieved him of duty and took command of the ship. He then assisted the Doctor in returning the rest of the anti-matter to the planet. (DW: Planet of Evil)
