In 1888, the Jack the Ripper murders occurred. William Blake noted that houses were near identical, all three feet tall, barely six feet apart, with broken glass mended with paper and rags. He felt Whitechapel looked like a scene of Hell in Dante's Inferno. A hole in time connected to the Yssgaroth's universe attracted swarms of Hunters to pass in and out of the area and a displaced Blake and Seventh Doctor to reach the area. (PROSE: The Pit)
In 1909, Bernice Summerfield was shocked by the poverty. Some of the victims of the Charrl were from Whitechapel, inviting a connection to the Jack the Ripper murders. (PROSE: Birthright)
The map of London boroughs in Revenge of the Slitheen shows a bend in the River Thames between Southwark and Tower Hamlets. The same bend appears in the map from The Bounty Hunter, along with roughly the identical borders of Tower Hamlets marked in purple. Whitechapel is within these borders. This definitively places Whitechapel in London Borough of Tower Hamlets.
